The Baltic Sea Art Park was an international competition organised by the city of Parnu, Estonia. The museum is an object which plays with the concepts of weight vs. lightness, heaviness vs. weightlessness. Like an anchored stand by the riverside, it is rooted but also floating, each volume playing off the other and underscoring its opposing character. The plan is Y-shaped and the stairs on the three Y tips are twofold: they invite visitors to use the terraces, in some cases independently, thus connecting the terrace activities to those of the museum and the park. The three components of the Art Park – the Park, the Building, and the Vessel (a “floating museum” that will visit the nine Baltic countries) – thus work in unison; the park and the building being spatially continuous, and the vessel a detached element that refers back to the top volume.
